Preliminary Draft Environmental Assessment for

Crater Lake Master Plan

 I. Statement of the Problem

Among the issues to be addressed in the assessment are the following:

H. Land Use Plan (Land Classification)

Classification of lands for various uses insures protection of the basic resources, allocates lands for public facility development, guides private uses, and provides “threshold” or “buffer” lands between those areas to be developed intensively and those to remain primitive.

To provide a general structure for planning and development, Crater Lake National Park will be classified via a system adopted from the Bureau of Outdoor Recreation (U.S. Department of the Interior):

    Class I High density recreation area

    Class II General outdoor recreation areas

    Class III Natural environment

    Class IV Outstanding natural areas

    Class V Primitive areas

    Class VI Historic and cultural areas

Proper utilization of a land classification system should insure that development in the park is commensurate with use capabilities of the basic natural resources and in accordance with the legislative intent of Congress in establishing the park.
